The first phase of the complex is scheduled to start on end of 2018 and will be completed and operational in 2022.

After the reception of the Prime Minister of Viqueenha , Mr . Jiang ' s general manager received an interview with the reporter on site , and made a comprehensive introduction to the development plan and current construction of the port city . He said that the port city is a large reclamation project , which is adjacent to the existing central business district of Colombo , integrates business , accommodation , leisure entertainment , medical education , consumption and other living needs , and is an important foothold of the " Belt and Road Initiative " initiative of the country .

Jiang Houliang said the port city project is expected to fill 269 hectares of land, of which about 178 hectares of land can be commercially developed. The total floor area of the project is 5.65 million square meters. The first class land development investment of the project is nearly 1.4 billion US dollars, which will lead to more than 13 billion US dollars in secondary development. It is estimated that the permanent population will be about 75,000 after the completion of the project. The total population of the city is 250,000.

The port city project is under intense construction.

The port city project started on 2014. As of end of 2017, 61.5% of the total amount of land reclamation has been completed, and it is expected to complete land area filling and hydraulic engineering on end of 2019. The first level II development of Colombo Port City is expected to start on 2018 and the whole level 2 development is expected to continue until 2041.
